Patent Documentation: Method and Apparatus for Altering Earth's Atmosphere

The patent titled "METHOD AND APPARATUS FOR ALTERING A REGION IN THE EARTH'S ATMOSPHERE, IONOSPHERE, AND/OR MAGNETOSPHERE" was issued with Primary Examiner Salvatore Cangialosi and Attorney, Agent, or Firm Roderick W. MacDonald.
The abstract of this patent describes a method and apparatus for altering at least one selected region which normally exists above the earth's surface. The region is excited by electron cyclotron resonance heating to thereby increase its charged particle density. In one embodiment, circularly polarized electromagnetic radiation is transmitted upward in a direction substantially parallel to and along a field line which extends through the region of plasma to be altered. The radiation is transmitted at a frequency which excites electron cyclotron resonance to heat and accelerate the charged particles. This increase in energy can cause ionization of neutral particles which are then absorbed as part of the region thereby increasing the charged particle density of the region.
Scientific Analysis Under Investigation: HAARP and the Fukushima Earthquake

The youtube video presenting scientific analysis under investigation titled "HAARP Evidence For Fukushima Earthquake" is scientific preface and hypothesis not yet proven. The premise postulates the readings taken off HAARP equipment at the HAARP facility in Alaska by HAARP technicians employed by HAARP being part of the analysis that remains to be proven, that those measurements provide very strong proximate evidence that the Alaska HAARP was involved in the Fukushima 9.0 earthquake, tsunami, and nuclear meltdown.

At the very same time as the HAARP signal was building up energy from March 8 to March 11, the Demeter satellite detected a big increase in infrared emissions from above the epicenter, which peaked in the hours before the quake. In other words, the atmosphere was heating up. This kind of heating, according to the patent description, is exactly what would be expected from HAARP energy flowing into that area just before the earthquake.

Early Involvement with HAARP Before Military Occupation
Bill Hayes states: This all started when I joined HAARP and helped put up the towers at the compound. It was with the idea we were doing it for an oil company, putting it up there for what they called tomography. We came back a year later and the facility was occupied by the Navy and the Air Force. We finished doing a tuneup on it, putting in all the transmitting antenna wires, interlinking wires, everything for the antennas. After that, it became a test subject occupied by Air Force and the Navy. That's when I started seeing things happen, going wrong.
Original Purpose and Military Takeover
Hayes explains: I understood it was devised to be a tomography instrument to search underground for minerals, oil, natural gas, but it got taken over by the military. It basically worked like they do tomography today: bury explosives in the ground, set them off, then look for a resounding of what reflects back from those soundings. Same thing with radio signals: introduce a radio signal into the ground; it shakes the ground. Technicians get a return off the reflections and they can tell what was underneath the ground. But what they found out was it started interfering with the ionosphere.
Discovery of Ionospheric Interference and Weaponization
Hayes continues: When they found that out it became an experiment for a multitude of weaponry ever since. The capabilities of HAARP, an experiment in process, are endless what HAARP can do. Understanding at this time is just beginning. They have scratched the surface of what HAARP is capable of.
Expansion of HAARP Network
When asked about the number of stations, Hayes states: It's more than 24 stations, it's 244 stations now.
Connection to Star Wars Program
Hayes explains the development under the Reagan Administration: First, they were trying to make when Reagan came into being, he wanted Star Wars. Reagan started the Star Wars program. [Editor's note: Actually, Dick Cheney lobbied Reagan towards that end.] That's when emphasis was put on HAARP, when the power was really booted up too high. I'm not very good at this; I have to remember. My mind is fading on me because of all the things that happened to me working at HAARP. I'm not all here. I'll try to stick with you.
Historical Development as Weapon
Hayes states: The history was to search for minerals, mining, oil and so forth. Then they found out it was capable of blocking and destroying satellites. And they went from there to try to get recognition for Star Wars. That's where the whole thing became an emphasis of making HAARP a weapon. And now that weapon they were looking for, they found. They can maneuver weather, create hurricanes. That's where the whole thing became an emphasis to be a military weapon. And now that weapon they were looking for, they found. They can maneuver weather, create hurricanes, shake the ground to initialize earthquakes. It was a multitude of things they were finding out. It's still in the process of being an experiment.
Ionospheric Amplification Effect
Hayes describes the technical mechanism: When the higher power of HAARP hits the ionosphere in doing that it has a plasmatic effect. You're looking at a huge electronic amplifier in the ionosphere. It not only reflects the HAARP signals but it amplifies it, like a large electron vacuum tube and acts as an amplifier. So not only does it reflect the signal it amplifies the main signal. Along the way scientists or technicians can introduce other frequencies on that same HAARP frequency. And when that HAARP frequency reaches the ground should those other frequencies be in tune and in phase where it hits the ground or whatever object they're trying to hit and that creates a new energy kind of mimicking planetary rhythmic pulse, like the Moon affecting the Earth. When the moon is at a specific distance from the Earth it reaches what they call harmonic rhythmic point and it's able to sustain, just like a tuned antenna. When you reach a resonant point of an antenna it develops energy of that specific frequency that's hitting it. Same thing goes for rhythmic distance.
Seismic Activity and Resonant Frequencies
Hayes discusses earthquake potential: Absolutely, the primary frequency of HAARP as the resident length that is, quarter wavelength in multiples of 7,282 ft., that is the resident frequency length and any multiple of that. But the quarter wavelength is 7,282 ft. So there you have oil wells that have metal stems in the ground of 7,282 ft. You have railroads that are sectioned off every 7,282 ft. You have Windmill Farms from the very first windmill to the very last windmill is always 7,282 ft. on their Ground Loop. All these are reset to that primary frequency. So that could be the reason why they put a seismic monitor on HAARP even though HAARP officially has nothing to do with seismic activity. It's real; it's there and all the sites you can go to any State in the United States and there is a HAARP station of one sort or another.
Chemtrails & HAARP Interaction
Hayes explains the connection: That's the cure they thought in the beginning: devise a bubble, a plasmatic bubble to give us protection from the sun's rays and solar flares. That's where Chemtrails came into being. Chemtrails work with HAARP just as these Windmill Farms work HAARP in more than one way.
Windmill Synchronization
Hayes provides specific details: Windmills now spin at a specific frequency. If you noticed, in the beginning the windmills did not rotate at the same speed; one windmill would rotate at one speed, another one at another speed. Windmills now spin in sync with each other. Not only do they spin at a certain rate, but as they move through the air the fiberglass rotor blades make up a static charge above that area. That area is going to be at a resident length of 7,282. That cloud that's being resonated above is going to be a tuned antenna. At that length of static electricity you fire radar signals through that area of that cloud and guess what? What you have there is a resident antenna.
Oil Well Infrastructure as Antennas
Hayes continues: With fracking the oil well stem, the pipe that goes down every oil well has an isolator at 7,282 ft. below the ground that's a resonant frequency antenna. All the well stem metal pipes are tuned to the resonant frequency of HAARP I'm talking about.
Primary Frequency and Harmonic Effects
Hayes identifies the fundamental frequency: The primary frequency of HAARP is 1.2 Hertz. That is the principal primary frequency of HAARP. All other frequencies that are added into that are harmonics of that frequency. And doing so if they are harmonic of that frequency, when they reach a certain point and they are in Phase, all those frequencies that are in phase at that one point become super energy. Hence forth the area of sound down is carried with HAARP if it's within that range of harmonic frequencies. Something could happen in one area and be picked up and amplified with HAARP and wind up in another area. Therefore you get these harmonic variations of sound. They come, they go. They go with the cycling of 1.2 Hertz.
Observable Sound Phenomena
Hayes notes: If you listen to all the backgrounds of all these sounds during the last 5 years (as of Feb 24, 2016) happening all over the world, you can hear that dopping weave at 1.2 Hertz.
Natural Amplification Sites
Hayes explains additional factors: There's what is called a wall encampment on hillsides, like on mountains that have an area that's capable of doing the same thing of convexing certain sounds that are harmonically tuned to that length and they can transpire to make an amplification of a distant sound just like a satellite dish does, focusing that sound to a specific direction.
Sinkholes and Resonant Frequency
Hayes discusses geological effects: If you take a cavity that's been emptied of what was holding it up and then you suddenly vibrate it with some vibration such as HAARP and you shake it, it will collapse. It starts a partial movement that eventually if that hole has been emptied and it's a cavity you will have sink holes.
Causes of Underground Cavities
Hayes identifies multiple factors: Some of it has been volcanic activity. When you push components of the earth out and it empties into the openness of above that leaves a cavity below. When you take oil out of the Earth in such quantities without replacing it with something then you have a cavity. When you have so many cavities it creates like a suction underneath the Earth's crust and it pulls from other areas where there were small cavities therefore giving sink holes a latitude of falling in.
Atmospheric Compression Effects
Hayes notes: It's not just HAARP. It's also atmospheric compression that you're looking at. Sink holes, millions of sink holes that are draining because of vulcanism, draining because of the pressure that's being built in the atmosphere. So it's not just Newtonian cosmology. It's not something that's happening just underneath the surface. It's also things that are happening right here right now in the atmosphere.
Magnetosphere Dynamics
Hayes explains CME effects: The magnetosphere around the earth is no more than bands of flux fields that normally are in order. When CME hit it, it stretches it, it pushes them out of the way. It causes like a wave to misshape that flux field. And once it stops it goes back to the normal plant position but in doing so it creates a movement. It creates a multitude of frequencies that we can adhere to and it wipes out our radio signals. It creates abnormal tides. It creates so many things that it's just unfathomable.
HAARP Following Solar Activity
Hayes states: With these CMEs coming in, if you follow HAARP you can see HAARP follows it exactly. You can see on the magnetometer at Kakoma that it follows the HAARP frequency follows the CMEs exactly.
Digital Age and Control
Hayes discusses broader implications: The governments together have introduced themselves to be a controlling mass and that includes converting us all to the digital age, taking us away from the analog theories. And doing so it gives us a way not to be able to monitor what's going on in our world. It's a controlling conspiracy of controlling us, controlling what we know, controlling what we can find out.
Chemtrails Composition and Function
Hayes provides technical details: Chemtrails components are of aluminum oxides and other metallic objects. They even contain Nano digital references. These digital Keys within Kim clouds can be maneuvered by certain frequencies, high frequencies, very high frequencies, and give a digital control of what's happening within that cloud with digital recognized components. Within Nano digital components within that cloud what you're talking about here is silicone, lithium, chromium, aluminum oxides, a mass of metals in the air that are nanoparticles. Certain frequencies that hit those components and have digital information can control components within those clouds otherwise changing polarity of conductivity through the clouds sent up corridors that are resonant to the clouds making those clouds, simplified speaking, a large computer.
Nano Components in Atmosphere
Hayes explains: Digital components to HAARP clouds are Nano IDs within the particles that have specific components of what to do and that's how digital works. It only certain components that have a certain code will react to a certain code that's hidden in. And therefore what we have over top of us is not only a power structure but it's a digital computer complex. It is a huge, huge computer above us.
Morgellons Connection
Hayes mentions: There's more Morgellons which nobody wants to believe in but it's got digital components that are falling from the air that go into your skin and crystallize inside your body through your kidneys, through your digestive system and then work its way back out.
Project Blue Beam Capabilities
Hayes confirms: Look at console slow that's one of the HAARP stations there. You energize an energy field, a cylindrical energy field and then you focus a beam through that, a small beam and it becomes physic. Therefore yeah you're seeing things. You can see hologram. You can project holograms through HAARP. Yes, but it takes multiple tools to do so. It isn't just one HAARP station working to do that. It's an energy field that's developed into the air. There are metallic objects in the air that are resonant to certain things or certain ID Nano IDs. If those are hit in a certain way with certain frequencies or with certain codes they become a tool.
Brain Frequency Manipulation
Hayes discusses neurological effects: The Earth frequency is 1.6 Hertz. That's if you follow all your volcanic activity you can always see that 1.6 Hertz being registered at these sites. The body frequency 1.2 Hertz, that is human resonant frequency. That's the comfortable frequency. If you start moving around and playing around that 1.2 you can change people's feelings, their attitudes, their fears, all sorts of things. You can actually imprint in their minds certain video type effects.
Personal Health Impacts
Hayes describes his own condition: I'm dying. I'm dying because I have tumors and reset burns all over my body inside my body from working with HAARP, being in the RF Fields. It creates an RF burn inside your body, outside your body, on your scars, everywhere. These RF Burns become resonant to those HAARP frequencies. It does not matter where on Earth I go when HAARP fires off certain specific frequencies I have convulsions and seizures. The last time it stopped my heart. I spent the last two weeks in the hospital in a basement in a hospital with 30 doctors coming in and out and they put me into a drug induced coma to prevent me from passing on.
Satellite Orbital Disruption
Hayes explains gravitational effects: How many satellites have you seen fall out of orbit for no reason at all? On the space lab, I don't think people realize it but there was all of a sudden a urgent reason to get the people off the space lab and back to the Earth for no apparent reason. There was reason. It was because the magnetosphere was being pulled and pushed in such a way that there was a fear of it coming out of orbit. We've had 13 satellites come down just last year because they were falling out of orbit for some reason. Why? Changing the magnetic field sphere creates a misappropriated gravitational pool in certain areas of the earth causing an elliptical orbit which once it starts they can't stop it.
Satellite Altitude and Gravity
Hayes notes: Some of them are 230 miles out, some of them are several thousand miles out. It doesn't matter they're within the realm of gravity and any change in Earth's gravity changes their orbit.
Controlled Earthquake Initiation
Hayes states: Earthquakes are going to happen but given the token that something can start it earlier and initiate it in a controlled fashion means it's going to happen when they want it to happen.

Geologists have long puzzled over anecdotal reports of strange atmospheric phenomena in the days before big earthquakes. But good data to back up these stories has been hard to come by. In recent years, however, various teams have set up atmospheric monitoring stations in earthquake zones and a number of satellites are capable of sending back data about the state of the upper atmosphere and the ionosphere during an earthquake.

Today, Dimitar Ouzounov at the NASA Goddard Space Flight Centre in Maryland and a few buddies present the data from the Great Tohoku earthquake which devastated Japan on 11 March. Their results, although preliminary, are eye-opening. They say that before the M9 earthquake, the total electron content of the ionosphere increased dramatically over the epicentre, reaching a maximum three days before the quake struck. At the same time, satellite observations showed a big increase in infrared emissions from above the epicentre, which peaked in the hours before the quake. In other words, the atmosphere was heating up. Our first results show that on March 8th a rapid increase of emitted infrared radiation was observed from the satellite data, say Ouzounov.

The recent M9 Tohoku Japan earthquake of March 11, 2011 was the largest recorded earthquake ever to hit this nation. We retrospectively analyzed the temporal and spatial variations of four different physical parameters: outgoing long wave radiation (OLR), GPS/TEC, Low-Earth orbit tomography and critical frequency foF2. These changes characterize the state of the atmosphere and ionosphere several days before the onset of this earthquake. Our first results show that on March 8th a rapid increase of emitted infrared radiation was observed from the satellite data and an anomaly developed near the epicenter. The GPS/TEC data indicate an increase and variation in electron density reaching a maximum value on March 8. Starting on this day in the lower ionospheric there was also confirmed an abnormal TEC variation over the epicenter. From March 3-11 a large increase in electron concentration was recorded at all four Japanese ground based ionosondes, which return to normal after the main earthquake. We found a positive correlation between the atmospheric and ionospheric anomalies and the Tohoku earthquake.

Chemtrailing
Chemtrailing is a slang term for the classified and ongoing artificial modification of Earth's climate systems using reflective nano-materials (aerosols) to reflect sunlight. The aerosols are dispersed from jet aircraft, appearing as trails expanding into reflective artificial clouds.
Geoengineering
Geoengineering is the artificial modification of Earth's climate systems through two primary ideologies: Solar Radiation Management (SRM) and Carbon Dioxide Removal (CDR).

The ability of stratospheric sulfate aerosols to create a global dimming effect has made them a possible candidate for use in geoengineering projects: (1) to limit the effect and impact of climate change due to rising levels of greenhouse gases; (2) Delivery of precursor sulfide gases such as hydrogen sulfide (H2S) or sulfur dioxide (SO2) by artillery, aircraft; and (3) balloons has been proposed. Tom Wigley calculated the impact of injecting sulfate particles, or aerosols, every one to four years into the stratosphere in amounts equal to those lofted by the volcanic eruption of Mount Pinatubo in 1991, but did not address the many technical and political challenges involved in potential geoengineering efforts. If found to be economically, environmentally and technologically viable, such injections could provide a grace period of up to 20 years before major cutbacks in greenhouse gas emissions would be required, he concludes.

Direct delivery of precursors is proposed by Paul Crutzen. This would typically be achieved using sulfide gases such as dimethyl sulfide, sulfur dioxide (SO2), carbonyl sulfide, or hydrogen sulfide (H2S). These compounds would be delivered using artillery, aircraft (such as the high-flying F15C) or balloons, and result in the formation of compounds with the sulfate anion SO42.

Congressional Funding and Earth-Penetrating Tomography

Congress was informed by people in the High Frequency Active Auroral Research Program that the bounced signals would be used to look inside the planet to a depth of many kilometers in order to locate underground munitions, minerals and tunnels. Magnetometer Induction Data Analysis
From the magnetometer induction data you can see 2.5Hz (earthquake inducing frequency) being broadcast and recorded for several days before the 9.0 magnitude earthquake. To see what a normal (no HAARP broadcasting) day looks like view the magnetometer charts for the days of March 15, 16 and 17.
Broadcasting Timeline
No earthquake inducing broadcast was detected from March 15 to March 27, 2011. On March 28, 2011 a low powered broadcast was detected from approximately 12:00 am to 3:00 am. Broadcasting resumed on April 2, 2011. April 6, 2011 shows you what the magnetometer charts looks like when a solar storm blasts Earth. No data is available from April 7, 2011 to April 13, 2011, a shutdown. Starting April 15, 2011 and ending approximately 10:00 a.m. April 16, 2011, the earthquake inducing frequency of 2.5Hz was detected as being broadcast.
Interview: Leuren Moret on Fukushima HAARP Attack

A magnetometer measures disturbances in the magnetic field in Earth's upper atmosphere. HAARP was broadcasting a 2.5 Hz frequency (the signature frequency of an earthquake) from just before midnight on March 8, 2011 and continued to broadcast the frequency March 9, 2011 and March 10, 2011. The 2.5 Hz frequency continued to be broadcast and recorded by the magnetometer for another 10 hours the day of the Japan 9.0 magnitude earthquake.

Scientists at HAARP institute discover 2.5 Hz radio frequency is signature frequency of earthquakes. Subsequent Seismic Activity
Smaller earthquakes have continued for weeks without being registered on the HAARP magnetometer. Why? Because, as stated before a magnetometer measures disturbances in the magnetic field in Earth's upper atmosphere. It is not a seismometer which measures motions of the ground. The magnetometer doesn't measure seismic activity, it measures and records electromagnetic frequencies in the Earth's atmosphere. HAARP's antenna array beams the 2.5 Hz earthquake inducing radio frequency into the atmosphere where a magnetometer can record and provide concrete evidence of a U.S. weather modification and earthquake triggering attack against foreign states.

I live in Ontario, Canada. Approximately one year ago HAARP did one of its blasts into the ionosphere. I am an industrial chemical engineer in the United States. For the past 10 months I have been plotting algae blooms, fish and mammal kills (manatees, dolphins, etc), waterspouts and sinkholes in Google Earth and it has led me to believe it is our High Powered Dual Pol Doppler radar towers adding to the damage to biology. Each tower is emitting 0.25 to 1.25 MWs of radiation into the overhead atmosphere and I believe much of that energy is attenuated and redirected towards Earth and waterways, gradually ionizing the surroundings at a higher rate than normal. Since it is low frequency (centimeters in wavelength) I believe it is very penetrating and is ionizing dissolved oxygen from the waterways. They recently upgraded many of them to dual polarization which I think may be making it worse.

The antenna consisted of 13 vertical towers in the shape of a parabola (as viewed from an airplane) with various folded dipoles strung between all these towers. It also had a very narrow bandwidth (approx. 3 MHz), and a very narrow beamwidth (approx. 5-10 degrees). As a result, the gain they obtained from this antenna was a staggering 38 dB.
But instead of creating a solid area of reflection, they discovered they were actually burning a hole in the ionosphere and the signal was being shot off into space. They also noticed that the area of the ionospheric hole had an effect on approaching weather fronts. Duga (meaning arc in Russian) was a Soviet over-the-horizon radar (OTH) system used as part of the Soviet missile defense early-warning radar network. The system operated from July 1976 to December 1989.

From July 1976 to December 1989 a strange noise could be heard on shortwave radios all around the globe. The signal was extremely powerful and was immediately noticed by both amateur and professional radio operators. Even commercial industries and devices in people's homes were affected by the sound. The noise was a repetitive tapping noise that many believed sounded like a woodpecker or a helicopter.
Global Interference
When the signals began in 1976, they were immediately heard around the world. The signal was so incredibly strong that it interfered with commercial aviation and shipping communications, civilian communications and even disrupted television broadcasts. This prompted thousands of complaints.

As a conventional radar can only see as far as the horizon, the Duga radar circumvented this problem by bouncing its signal off the ionosphere, enabling it to see over the horizon. To do this, an enormously powerful transmitter is required.

When passing the North Pole, signal had to encounter with unstable conditions of wave propagation and chaotic perturbation of the ionosphere. Practically, the radar was able to detect only massive start of ballistic missiles, but would be blind when it was coming to just one. Secondly, using frequency range from 7 to 19 MHz, system interfered with commercial aviation communications and radio bands.

Triangulation by Amateur Radio Operators
Triangulation by amateur radio hobbyists and NATO showed the signals came from a location in present-day Ukraine, at the time called the Ukrainian Soviet Socialist Republic (part of the USSR). Confusion due to small differences in the reports being made from various sources led to the site being variously located near Kyiv, Minsk, Chernobyl, Gomel or Chernihiv.

The explosion at Chernobyl on April 26, 1986 was the beginning of the end for the Duga array. The complex was closed due to the radiation contamination and its workers evacuated, the silence only broken by the sound of crackling geiger counters tracking radiation.

It is located 10 km away from Chernobyl; Duga-1 is preserved by contamination which makes it impossible to take it out of the zone. In the beginning of 90ties, the most valuable parts were looted; luckily, geometrically perfect steel construction stays even today on the Northern part of Ukraine. Since 2013, Duga-1 is included to the official touristic route.

This article first published in December 2009 raises the issue of climatic manipulation. World leaders are now meeting in Warsaw to "lay the groundwork for a new pact to fight global warming". Once more, environmental modification techniques which can trigger tsunamis, typhoons and earthquakes are excluded from the Warsaw discussion on climate change.
Ironically, Environmental Modification Techniques (ENMOD) were acknowledged by the UN in 1977 upon the signing in Geneva of the Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques. Since then climate manipulation has been amply documented by scientists. It is acknowledged by the mainstream media including CBS and CBC.
Despite a vast body of scientific knowledge, the issue of climatic manipulation has been excluded from the Warsaw agenda on climate change. In excluding it from the debate, the UN is in violation of its own mandate as defined by the 1977 Convention.

The Climate Change Debate Excludes ENMOD
World leaders are meeting in Copenhagen in December 2009 with a view to reaching an agreement on Global Warming. The debate on Climate Change focuses on the impacts of greenhouse gas emissions and measures to reduce manmade CO2 emissions under the Kyoto Protocol.
The underlying consensus is that greenhouse gas emissions constitute the sole cause of climate instability. Neither the governments nor the environmental action groups, have raised the issue of "weather warfare" or "environmental modification techniques (ENMOD)" for military use. Despite a vast body of scientific knowledge, the issue of climatic manipulations for military use has been excluded from the UN agenda on climate change.

In 1977, an international Convention was ratified by the UN General Assembly which banned "military or other hostile use of environmental modification techniques having widespread, long-lasting or severe effects." Both the US and the Soviet Union were signatories to the Convention.

The 1992 Earth Summit Reaffirmation

The substance of the 1977 Convention was reasserted in very general terms in the Framework Convention on Climate Change (UNFCCC) signed at the 1992 Earth Summit in Rio de Janeiro:
"States have… in accordance with the Charter of the United Nations and the principles of international law, the (…) responsibility to ensure that activities within their jurisdiction or control do not cause damage to the environment of other States or of areas beyond the limits of national jurisdiction."
Following the 1992 Earth Summit, the issue of Climate Change for military use was never raised in subsequent climate change summits and venues under the auspices of the UNFCCC. The issue was erased, forgotten. It is not part of the debate on climate change.
European Parliament Hearings on HAARP

The Committee's "Motion for Resolution" submitted to the European Parliament: "Considers HAARP [The High Frequency Active Auroral Research Program based in Alaska].. by virtue of its far-reaching impact on the environment to be a global concern and calls for its legal, ecological and ethical implications to be examined by an international independent body…; [the Committee] regrets the repeated refusal of the United States Administration… to give evidence to the public hearing …into the environmental and public risks [of] the HAARP program."

The Committee's request to draw up a "Green Paper" on "the environmental impacts of military activities", however, was casually dismissed on the grounds that the European Commission lacked the required jurisdiction to delve into "the links between environment and defense". Brussels was anxious to avoid a showdown with Washington.
Declassified Weather Warfare Programs

In 2007, The Daily Express reported –following the release and declassification of British government papers from the National Archives– that:
"The [declassified] documents reveal that both the US, which led the field, and the Soviet Union had secret military programmes with the goal of controlling the world's climate. "By the year 2025 the United States will own the weather," one scientist is said to have boasted.
These claims are dismissed by sceptics as wild theories and the stuff of James Bond movies but there is growing evidence that the boundaries between science fiction and fact are becoming increasingly blurred. The Americans now admit that they invested £12million over five years during the Vietnam war on "cloud seeding" – deliberately creating heavy rainfall to wash away enemy crops and destroy supply routes on the Ho Chi Minh trail, in an operation codenamed Project Popeye.
It is claimed that rainfall was increased by a third in targeted areas, making the weather-manipulation weapon a success. At the time, government officials said the region was prone to heavy rain."
The possibility of climatic or environmental manipulations as part of a military agenda, while formally acknowledged by official government documents and the US military, has never been considered relevant to the Climate debate. Military analysts are mute on the subject. Meteorologists are not investigating the matter, and environmentalists are focused on global warming and the Kyoto protocol.
The HAARP Program

The High-Frequency Active Auroral Research Program (HAARP) based in Gokona, Alaska, has been in existence since 1992. It is part of a new generation of sophisticated weaponry under the US Strategic Defense Initiative (SDI). Operated by the Air Force Research Laboratory's Space Vehicles Directorate, HAARP constitutes a system of powerful antennas capable of creating "controlled local modifications of the ionosphere" [upper layer of the atmosphere].
HAARP has been presented to public opinion as a program of scientific and academic research. US military documents seem to suggest, however, that HAARP's main objective is to "exploit the ionosphere for Department of Defense purposes."

Weather manipulation is the pre-emptive weapon par excellence. It can be directed against enemy countries or 'friendly nations' without their knowledge, used to destabilise economies, ecosystems and agriculture. It can also trigger havoc in financial and commodity markets. The disruption in agriculture creates a greater dependency on food aid and imported grain staples from the US and other Western countries.

An analysis of statements emanating from the US Air Force points to the unthinkable: the covert manipulation of weather patterns, communications systems and electric power as a weapon of global warfare, enabling the US to disrupt and dominate entire regions of the World. Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques
The States Parties to this Convention, Guided by the interest of consolidating peace, and wishing to contribute to the cause of halting the arms race, and of bringing about general and complete disarmament under strict and effective international control, and of saving mankind from the danger of using new means of warfare,
Determined to continue negotiations with a view to achieving effective progress towards further measures in the field of disarmament,
Recognizing that scientific and technical advances may open new possibilities with respect to modification of the environment,
Recalling the Declaration of the United Nations Conference on the Human Environment, adopted at Stockholm on 16 June 1972,
Realizing that the use of environmental modification techniques for peaceful purposes could improve the interrelationship of man and nature and contribute to the preservation and improvement of the environment for the benefit of present and future generations,
Recognizing, however, that military or any other hostile use of such techniques could have effects extremely harmful to human welfare,
Desiring to prohibit effectively military or any other hostile use of environmental modification techniques in order to eliminate the dangers to mankind from such use, and affirming their willingness to work towards the achievement of this objective,
Desiring also to contribute to the strengthening of trust among nations and to the further improvement of the international situation in accordance with the purposes and principles of the Charter of the United Nations,
Have agreed as follows:
Article I
1. Each State Party to this Convention undertakes not to engage in military or any other hostile use of environmental modification techniques having widespread, long-lasting or severe effects as the means of destruction, damage or injury to any other State Party.
2. Each State Party to this Convention undertakes not to assist, encourage or induce any State, group of States or international organization to engage in activities contrary to the provisions of paragraph 1 of this article.
Article II
As used in article 1, the term "environmental modification techniques" refers to any technique for changing – through the deliberate manipulation of natural processes – the dynamics, composition or structure of the Earth, including its biota, lithosphere, hydrosphere and atmosphere, or of outer space.
Article III
1. The provisions of this Convention shall not hinder the use of environmental modification techniques for peaceful purposes and shall be without prejudice to the generally recognized principles and applicable rules of international law concerning such use.
2. The States Parties to this Convention undertake to facilitate, and have the right to participate in, the fullest possible exchange of scientific and technological information on the use of environmental modification techniques for peaceful purposes. States Parties in a position to do so shall contribute, alone or together with other States or international organizations, to international economic and scientific cooperation in the preservation, improvement and peaceful utilization of the environment, with due consideration for the needs of the developing areas of the world.
Article IV
Each State Party to this Convention undertakes to take any measures it considers necessary in accordance with its constitutional processes to prohibit and prevent any activity in violation of the provisions of the Convention anywhere under its jurisdiction or control.
Article V
1. The States Parties to this Convention undertake to consult one another and to co-operate in solving any problems which may arise in relation to the objectives of, or in the application of the provisions of, the Convention. Consultation and co-operation pursuant to this article may also be undertaken through appropriate international procedures within the framework of the United Nations and in accordance with its Charter. These international procedures may include the services of appropriate international organizations, as well as of a Consultative Committee of Experts as provided for in paragraph 2 of this article.
2. For the purposes set forth in paragraph 1 of this article, the Depositary shall within one month of the receipt of a request from any State Party to this Convention, convene a Consultative Committee of Experts. Any State Party may appoint an expert to the Committee whose functions and rules of procedure are set out in the annex which constitutes an integral part of this Convention. The Committee shall transmit to the Depositary a summary of its findings of fact, incorporating all views and information presented to the Committee during its proceedings. The Depositary shall distribute the summary to all States Parties.
3. Any State Party to this Convention which has reason to believe that any other State Party is acting in breach of obligations deriving from the provisions of the Convention may lodge a complaint with the Security Council of the United Nations. Such a complaint should include all relevant information as well as all possible evidence supporting its validity.
4. Each State Party to this Convention undertakes to cooperate in carrying out any investigation which the Security Council may initiate, in accordance with the provisions of the Charter of the United Nations, on the basis of the complaint received by the Council. The Security Council shall inform the States Parties of the results of the investigation.
5. Each State Party to this Convention undertakes to provide or support assistance, in accordance with the provisions of the Charter of the United Nations, to any State Party which so requests, if the Security Council decides that such Party has been harmed or is likely to be harmed as a result of violation of the Convention.
Article VI
1. Any State Party to this Convention may propose amendments to the Convention. The text of any proposed amendment shall be submitted to the Depositary, who shall promptly circulate it to all States Parties.
2. An amendment shall enter into force for all States Parties to this Convention which have accepted it, upon the deposit with the Depositary of instruments of acceptance by a majority of States Parties. Thereafter it shall enter into force for any remaining State Party on the date of deposit of its instrument of acceptance.
Article VII
This Convention shall be of unlimited duration.
Article VIII
1. Five years after the entry into force of this Convention, a conference of the States Parties to the Convention shall be convened by the Depositary at Geneva, Switzerland. The conference shall review the operation of the Convention with a view to ensuring that its purposes and provisions are being realized, and shall in particular examine the effectiveness of the provisions of paragraph 1 of article I in eliminating the dangers of military or any other hostile use of environmental modification techniques.
2. At intervals of not less than five years thereafter, a majority of the States Parties to this Convention may obtain, by submitting a proposal to this effect to the Depositary, the convening of a conference with the same objectives.
3. If no conference has been convened pursuant to paragraph 2 of this article within ten years following the conclusion of a previous conference, the Depositary shall solicit the views of all States Parties to this Convention concerning the convening of such a conference. If one third or ten of the States Parties, whichever number is less, respond affirmatively, the Depositary shall take immediate steps to convene the conference.
Article IX
1. This Convention shall be open to all States for signature. Any State which does not sign the Convention before its entry into force in accordance with paragraph 3 of this article may accede to it at any time.
2. This Convention shall be subject to ratification by signatory States. Instruments of ratification or accession shall be deposited with the Secretary-General of the United Nations.
3. This Convention shall enter into force upon the deposit of instruments of ratification by twenty Governments in accordance with paragraph 2 of this article.
4. For those States whose instruments of ratification or accession are deposited after the entry into force of this Convention, it shall enter into force on the date of the deposit of their instruments of ratification or accession.
5. The Depositary shall promptly inform all signatory and acceding States of the date of each signature, the date of deposit of each instrument of ratification or accession and the date of the entry into force of this Convention and of any amendments thereto, as well as of the receipt of other notices.
6. This Convention shall be registered by the Depositary in accordance with Article 102 of the Charter of the United Nations.
Article X
This Convention, of which the Arabic, Chinese, English, French, Russian and Spanish texts are equally authentic, shall be deposited with the Secretary-General of the United Nations, who shall send duly certified copies thereof to the Governments of the signatory and acceding States.
In witness whereof, the undersigned, being duly authorized thereto, have signed this Convention. Done at Geneva, on the 18 day of May 1977.
Annex to the Convention: Consultative Committee of Experts
1. The Consultative Committee of Experts shall undertake to make appropriate findings of fact and provide expert views relevant to any problem raised pursuant to paragraph 1 of article V of this Convention by the State Party requesting the convening of the Committee.
2. The work of the Consultative Committee of Experts shall be organized in such a way as to permit it to perform the functions set forth in paragraph 1 of this annex. The Committee shall decide procedural questions relative to the organization of its work, where possible by consensus, but otherwise by a majority of those present and voting. There shall be no voting on matters of substance.
3. The Depositary or his representative shall serve as the Chairman of the Committee.
4. Each expert may be assisted at meetings by one or more advisers.
5. Each expert shall have the right, through the Chairman, to request from States, and from international organizations, such information and assistance as the expert considers desirable for the accomplishment of the Committee's work.
